Introduction
Songhai Health Trust Limited is implementing a hybrid custom–modular Proprietary Software platform to automate vital Health Maintenance Organization (HMO) operations including but not limited to enrollee management, provider management, claims processing, call-centre workflows, and financial integrations.
We are seeking an innovative and highly skilled Software Developer (Frontend & Backend) to join our growing technology team.In this role, you will design, develop, and maintain high-quality software applications tailored to client and user needs, solutions that support our healthcare operations and digital transformation initiatives.
This RFQ outlines the required qualifications, scope, deliverables, submission instructions, and evaluation criteria for this engagement. The full Terms of Reference (TOR) are appended for detailed scope and expectations and also the general requirement.
Scope of Engagement
- Design, develop, test, and deploy software applications
- Build efficient database schemas, optimize queries, and maintain databases including MySQL, PostgreSQL etc.
- Create responsive, interactive, and high-performance user interfaces implementing modern frontend architectures with effective state management.
- Develop reusable frontend components, maintain design systems, and ensure cross browser compatibility and performance optimization.
- Integrate frontend applications seamlessly with backend services, implementing server-side rendering (SSR) and static site generation (SSG) where appropriate.
- Collaborate on end-to-end feature development, participate in architectural decisions, and contribute to technical planning for scalable applications.
- Write comprehensive unit and integration tests, debug and troubleshoot issues across the full stack, and maintain high code quality through code reviews.
- Work closely with DevOps teams to manage deployments, infrastructure, and ensure smooth operation of applications in cloud environments.
- Ensure system security, performance, and scalability
- Troubleshoot and resolve technical issues
- Document development processes and system architecture
Eligibility & Qualification Requirements
Technical Qualifications
- Proven cogent experience in enterprise Proprietary Software platforms, digital health, health-tech, and architecture oversight.
- Proven track record in regulated environments and complex software projects.
- Expertise in microservices, API-driven architectures, cloud infrastructure, cybersecurity, and healthcare IT is highly desirable.
Corporate and Professional Documentation

- Evidence of a minimum of three similar projects completed.

Proposals will be assessed using the following weighted criteria:

Only proposals scoring a technical grade of 70% and above will have their financial proposals considered.
