The Health Strategy and Delivery Foundation (HSDF) is a non-profit firm established in December 2013. The organization was established to improve the quality of decision-making and execution in the health sector. HSDF supports key stakeholders at all levels of the government and private sector by providing strong analytical support and deploying innovative frameworks and tools to generate measurable and sustainable results. Our Approach HSDF focuses on evidence, rigor, continuous improvement and results at scale, through substantive engagements that cover conceptual design, long-term strategy and implementation. By doing so, HSDF seeks to address complex and fundamental health system challenges, and ultimately impact the transformation of the health and social sectors in Nigeria and Africa. We focus on improving existing processes and where necessary, deviate from the status quo to introduce transformative and sustainable processes and ideas.

Objective of the Consultancy

  • The consultant will provide high-level advisory, oversight, and facilitation support to strengthen the quality, rigor, and strategic alignment of the evaluation’s data collection and early implementation phases. This includes technical guidance, methodological review, facilitation of key meetings, and support in identifying suitable study participants for qualitative and quantitative components.

Scope of Work

  • Oversight and Advisory Support During Data Collection
  • Provide virtual advisory support during initial data collection to address challenges related to field deployment, data access, and quality control.
  • Participate in regular virtual check-ins with HSDF’s evaluation team to provide technical support.
  • Advise on managing diverse data streams and ensuring readiness for robust analysis.
  • Facilitation of Co-Creation and Validation Meetings
  • Support planning and facilitation of co-creation workshops, including sessions with NHIA, NTBLCP, Global Fund, SSHIAs, facility teams, and other stakeholders.
  • Facilitate validation meetings for data collection tools, preliminary findings, and evaluation processes.
  • Document key outputs, agreements, and decisions from these meetings.

Support for Identifying Study Participants

  • Advise the evaluation team on identifying appropriate study participants for surveys, KIIs, and FGDs.
  • Provide guidance on participant selection criteria, inclusion/exclusion parameters, and sampling feasibility.
  • Ensure participant selection aligns with methodological rigor and ethical standards.

Activity Feedback and Strategic Guidance

  • Provide ongoing strategic advice on improving implementation efficiency, risk mitigation, and stakeholder engagement.
  • Guide adaptations to methodological approaches when contextual realities shift.
  • Provide feedback on early data trends and implications for the next evaluation phases

Deliverables:

The consultant will be responsible for delivering the following:

  • Summary Report on Advisory Engagements and Recommendations: A concise report summarizing key advisory inputs provided during virtual meetings, challenges addressed, and strategic recommendations offered for ongoing data collection and evaluation implementation.
  • Meeting Facilitation Outputs: Documentation from co-creation and validation meetings, including agendas, facilitation summaries, key decisions, and action points.
  • Final Consultancy Report: A brief final report outlining the consultant's overall contributions, key observations on the evaluation's data collection and implementation, and actionable recommendations for strengthening the evaluation's rigor and utility moving forward.

Experience and Qualifications

The ideal candidate will possess:

  • Advanced degree (master’s or PhD) in Public Health, Epidemiology, Economics, Statistics, Social Sciences, or a related field.
  • Minimum of 10 years of experience in designing, implementing, and advising on large-scale health program evaluations, particularly in low- and middle-income countries.
  • Demonstrated expertise in quantitative evaluation methodologies, including quasi-experimental designs (e.g., SCM, DiD) and statistical analysis of complex datasets.
  • Strong understanding of health financing, health insurance schemes, and disease programs (HIV/TB) in resource-constrained settings.
  • Proven experience in developing and reviewing data collection tools (surveys, qualitative guides, routine data extraction templates).
  • Excellent analytical, communication (written and verbal), and interpersonal skills.
  • Familiarity with the Nigerian health system context is highly desired.
